The 2010-11 reforms to the Freedom of Information Act 1982 (FOI Act) established an Information Publication Scheme (IPS) for relevant Australian Government agencies.  In accordance with section 8(1) of the FOI Act, the National Health Funding Body (NHFB) has prepared its IPS Agency Plan.


The purpose of this plan is to:

  • assist the NHFB in planning and developing its contribution to the IPS
  • show what information the NHFB proposes to publish, how and to whom the information will be published and how the NHFB will otherwise comply with the IPS, and
  • provide quick links to relevant documents.


This IPS Plan outlines the mechanisms and procedures the NHFB is required to undertake in managing and making information available. This includes:

  • effectively and efficiently managing its information holdings that are relevant to the IPS;
  • identifying all information required to be published, including this plan, under the IPS and identify additional information that can appropriately be published as ‘optional information’;
  • ensuring that online content conforms with the Government’s Web Content Accessibility Guidelines (V2);
  • regularly reviewing information published under the IPS to ensure it remains complete, accurate and up-to-date;
  • ensuring that the information published under the IPS is discoverable, searchable, understandable and reusable; and
  • developing a mechanism and procedures to measure the success of the NHFB’s IPS.

Responsibility for the IPS

The senior officer responsible for compliance with the IPS is the Director, Integrity, Assurance and Resourcing.

How information can be accessed on the web site

The NHFB FOI page will be the main portal through which members of the public can access the information made available by the NHFB under its IPS. The contact page of the Public Hospital Funding website also provides a link to the NHFB website FOI Page.

The NHFB FOI page explains how you can make a FOI request, the review process, fees and charges and contact information for the FOI Coordinator.

FOI disclosure log

The disclosure log provides access to documents disclosed by the NHFB pursuant to an FOI request by listing summary information such as title, date of release, including number of pages and descriptions of the types of documents released. The publication of this information is in accordance with section 11C of the FOI Act.

Interested parties may access copies of the documents listed in the NHFB’s Disclosure Log (either in hard copy, CD or, where possible, email) by contacting the FOI Coordinator.

Reviewing our information

The NHFB will publish as much information as possible, consistent with the objectives of the FOI Act. Publication practices must, however, be balanced against obligations to respect and maintain Confidential Commercial Information (CCI) and Personal Information.

The NHFB may deal with highly sensitive personal and confidential information. This type of information will only be published when the public interest test applies or consent is provided by the owner of the information. The public and stakeholders should remain confident that any personal or confidential information the NHFB possesses will be protected from release as appropriate.

The NHFB ensures documents published can be found easily and are searchable. The NHFB’s web site has user-friendly navigation and an easy to find search function.

The NHFB’s web site contains a list of any IPS documents that are impracticable to publish online. The website details how a person seeking access to any of these documents may contact the FOI Coordinator to arrange access. The Public Hospital Funding website ‘Contact us’ page contains a reference on how to access FOI requests and/or information on the NHFB.

The NHFB encourages people to print copies of required documents, if they are available on the web site, rather than asking the NHFB to do so. The NHFB will impose a charge when asked to print a large number of documents. This is consistent with charges in the Freedom of Information (Charges) Regulations 1982, which generally apply to access requests, under Part III of the FOI Act.

Information architecture

The NHFB publishes documents on its websites. If it is not possible to publish documents people will be advised how the information can be obtained. Wherever possible, the NHFB will provide online content in a format that can be searched, copied and transformed.

Information publication requirements

The NHFB will publish all documents required under sections 8, 8(A), 8(C) and 8(D) of the FOI Act.

Optional information

Taking into account the objects of the FOI Act (s 8(4)), the NHFB will publish on the web site as much information as possible to comply with the FOI Act and in the interests of full disclosure (in addition to the information published under s 8(2)).

Administering the agency IPS

The NHFB publishes all mandated information. The NHFB’s objective is to publish all possible information in the interests of full disclosure of the documents used in functions and decision-making. The NHFB will be as proactive as possible in publishing both optional and operational information in order to comply with the reforms.

In line with the guidelines published by the OAIC, the NHFB regularly updates and maintain the information framework to be prepared for the OAIC’s audit in the 5-year review period.


The NHFB will ensure that all information is accurate and up to date at the time of publication.  All line areas will be responsible for auditing their operational documentation. The NHFB will endeavour to maintain an accurate register of information.


If you wish to lodge a complaint about the NHFB’s performance in relation to the Information Performance Scheme or provide feedback on the NHFB’s IPS Plan the complaint or feedback must be in writing and can be forwarded to the FOI Coordinator.
